What Does "Local Content" Mean? An Interview with Patrycja Wysocka

The process of defining local content is now entering a decisive phase. Between these ambitious goals and existing legal constraints, significant questions arise regarding how to interpret “Polish participation” and how to translate the proposed definitions into the practical implementation of the investment.

These issues were the focus of the discussion titled “Law vs. Ambition: Defining ‘Local Content’—Who Counts as ‘Local’ in Poland’s Nuclear Industry?”, which took place on April 24. Patrycja Wysocka, attorney-at-law, co-managing partner, and head of the Energy and Natural Resources Practice at KKG Legal, took part in the discussion. She supports the development of nuclear projects on a daily basis and is actively involved in the European Industrial Alliance on SMRs. The conversation was moderated by Monika Silva as part of the “Coffee with WiN” series organized by Women in Nuclear Poland.

The meeting provided an opportunity to examine local content not only from a definitional perspective, but above all through the lens of its application in real-world projects. During the conversation, the following topics were discussed in particular:

  • Definition: Law or policy?
  • What exactly does “Polish participation” mean?
  • How do you translate local content into contracts?
  • The Limits of EU Law
  • The Problem of Measurability and “Statistics”

See you at our next discussions on the key challenges facing the sector!
